History The Constitution was decreed by the Assembly on September 3, 1791, submitted to Louis XVI by the 60 deputies who had worked on it, and signed by him on September 14, 1791. Celebrations were held throughout Paris on the following 18th. It was in this context that Marie-Antoinette was thanked by the "dames de la Halle".
