Trained at the Antwerp Academy in the studio of the painter Nicolas de Keyser, Ooms came second in the 1870 Grand Prix de Rome. A great traveller, his stays in the East are attested in Egypt and Palestine. His career in Belgium was prestigious and characterized by his eclecticism: portraits, historical compositions, orientalist scenes. His works are kept in the Museum of Brussels, the Museum of Antwerp (Philippe II of Spain, Fantasia in Egypt) and the Museum of Prague. He received awards and distinctions at exhibitions in Prague (1877), Brussels (1878-1879), Amsterdam (1883), Melbourne (1888), Chicago (1893).
