Copy dedicated to Vice-Admiral Jean Decoux, Governor of Indochina, in the exercise of his duties: "To Mr. Vice-Admiral, Jean Decoux, Governor General of Indochina who comes to continue the glorious line of prestigious admirals to our Empire. Respectful homage, Hanoi, July 27, 1940 ". Very nice state of preservation.
