The abbot of Pradt (1759-1837) played a remarkable role in French politics. A counter-revolutionary, he entered the service of Napoleon, who appointed him as his personal chaplain (chaplain to the god Mars, Bacchanalia larvati peragunt, as he liked to say in a note addressed to a lady, according to Alexis Eymery) before making him baron of the Empire, archbishop of Mechelen and then senator of the Empire. He is the author of several political works on America and the colonies. In this work, he takes stock of the political and moral state of Europe and America in 1821, referring in particular to the events in Peru and Mexico, which had just gained their independence from Spain. Also, the abbot of Pradt could not pass over in silence the death of Napoleon, which occurred on 5 May 1821: in a long chapter (t. II, chapter XX), he thus depicts this exceptional destiny and looks back on his personal relations with the Emperor.
